Director of Information Systems (Salary $90k-$130k)

DISTINGUISHING FEATURES OF THE CLASS: This administrative and technical position exists in the Lewis County General Hospital computer center and involves responsibility for planning, directing and coordinating the work procedures in analyzing and adapting a variety of financial, statistical, and medical data to computer processing.  The work is performed under the general direction of the Chief Financial Officer with considerable leeway allowed in planning work programs, procedures, methods, and schedules for the staff and equipment.  Supervision is exercised over subordinates computer operations personnel at the computer center.  The incumbent does related work as required. 

TYPICAL WORK ACTIVITIES:

· Oversees the operation of an information system engaged in processing, analyzing and storing a variety of administrative, financial, statistical, and medical data;

· Directs information resource planning by facilitating the identification of information needed to support business operations, setting long range objectives, establishing overall priorities and selecting strategies for the use of information resources;

· Establishes production procedures, priorities, and controls to insure adequate volume and accuracy in operations;

· Facilitates database design and administration and the determination of information used to perform business processes;

· Supervises, trains, and provides assistance to technical employees engaged in the operation of an information system;

· Conducts methods and system studies of programs of various departments to determine feasibility of adapting them to computer processing methods;

· Manages the development and implementation of application systems by directing and monitoring the planning, design, development and maintenance of systems and programs for business systems;

· Analyzes problems and terms of factors such as type and extent of information to be transferred to and from storage units, variety of items to be processed and format of final output;

· Coordinates the review of automated and non-automated processes to determine their effectiveness;

·  Confers with software vendors of packaged applications regarding problems and revisions to the software;

· Designs forms, flowcharts, schedules, and operational instructions and procedures;

· Analyzes the flow of information between the computer center and various hospital units participating in the data processing system;

· Coordinates computer operations by directing and monitoring the day-to-day tasks necessary to operate the system and schedule the execution of applications;

· Confers with superiors and operating department personnel to ascertain the nature of projects to be brought on line and resolve difficulties with existing applications;

· Determines need for new or additional equipment and recommends type and/or capacity;

· Ensures the system is operating at peak efficiency including applications of software, hardware, and modifications suited to users needs;

·  Oversees program testing and evaluates results;

· Directs identification and support of information products and services to include establishing levels for applications and reporting of performance to users;

·  Facilitates user training by monitoring information services training needs and establishing training methods;

·  Directs systems support to include capacity planning, software acquisition, maintenance and support;

· Oversees computer center facilities management in providing centralized control of problems and changes to the computing environment;

· Supports computer software applications to include monitoring the procurement of systems software and allocating resources to end-users.

FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS:

Thorough knowledge of information system planning, microcomputer hardware, software and database management systems; thorough knowledge of the operation, care and adjustment of microcomputers and related peripheral equipment; thorough knowledge of microcomputer programming and systems analysis principles, including “on-line” techniques and concepts; good knowledge of application of major types of microcomputer equipment to accounting, statistical and medical data problems; ability to translate and adapt administrative, statistical and financial data to compare programs for use in an information systems operation; ability to plan and supervise the work of subordinates; ability to establish and maintain working relationships with program administrations; computer literacy.

MINIMUM QUALIFICATIONS:       Either:

A) Graduation from a regionally accredited or New York State registered college or university with a bachelor’s degree in computer science, information technology, information systems management, information resource management, microcomputer technology, computer applications, or related field and five years of experience in the planning, acquisition, operation and maintenance of microcomputer equipment, which shall have involved local area network administration and the installation, maintenance and use of operating, word processing, data base management, financial and utility software, two years of which shall have been in a supervisory capacity; or

B) Graduation from a regionally accredited or New York State registered college with an associate’s degree in one of the areas mentioned above in (A) and seven years of experience as described in (A) above, two years of which shall have been in a supervisory capacity; or

C) An equivalent combination of training and experience as defined by the limits of (A) and (B) above.
