Chief Financial officer (Not to exceed $225k)
DISTINGUISHING FEATURES OF THE CLASS: The work involves responsibility for serving as the chief financial executive of a County health system, including hospital, nursing home, and affiliated clinics. The incumbent provides executive leadership, direction, and oversight for all financial operations, including accounting, budgeting, revenue cycle, reimbursement, payroll, purchasing, information systems, and related administrative functions. The Chief Financial Officer (CFO) is a key member of the executive leadership team and is responsible for ensuring the financial sustainability of the organization through strategic planning, regulatory compliance, and operational efficiency in a highly complex healthcare reimbursement environment. Work is performed under the general supervision of the Chief Executive Officer (CEO) in accordance with applicable Federal and NYS laws, rules, and regulations. Supervision is exercised over subordinate managerial, professional, and support staff. Does related work as required.
TYPICAL WORK ACTIVITIES: (Illustrative only)
· Develops and implements long-range financial strategies aligned with organizational goals and sustainability;
· Advises and collaborates with the CEO and Board on financial strategy, capital planning, debt management, and fiscal policy;
· Oversees preparation and administration of operating and capital budgets, and monitors cash flow, investments, and overall financial performance;
· Ensures accuracy and timeliness of financial reporting in accordance with generally accepted accounting principles (GAAP) and applicable healthcare standards;
· Maintain compliance with Critical Access Hospital cost-based reimbursement requirements;
· Directs and evaluates revenue cycle operations, including patient access, coding, billing, collections, and reimbursement optimization;
· Ensures compliance with all applicable Federal and NYS regulations, including Medicaid and Medicare requirements, NYS Department of Health (NYSDOH) regulations, and third-party payer requirements;
· Oversees preparation and submission of required financial reports, including Medicare cost reports and other regulatory filings;
· Oversees capital planning, including financial analysis of major projects and participation in Certificate of Need (CON) processes as required;
· Develops and maintains internal control systems and directs annual independent audits;
· Leads cost containment and operational efficiency initiatives across departments;
· Evaluates financial and operational data to support decision-making and resource allocation;
· Participates in strategic planning, including service line development, partnerships, and system growth initiatives;
· Oversees purchasing and materials management and monitors labor, supply chain and contractual expenses to ensure compliance and cost-effectiveness;
· Ensures organizational compliance with financial aspects of accreditation and regulatory standards;
· Develops and implements policies and procedures related to financial operations;
· Evaluates return on investment (ROI) for major capital and operational initiatives, including technology, facilities, and service line expansion;
· Oversees participation in grant initiatives and funding programs, ensuring compliance with reporting requirements;
· Supervises and evaluates subordinate staff and promotes professional development;
· Represents the organization in financial matters with external stakeholders, including auditors, regulators, lenders, and governmental entities.
FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS:
Thorough knowledge of principles and practices of healthcare financial management, including budgeting, auditing, and financial reporting; thorough knowledge of Federal and NYS laws, rules, and regulations governing healthcare finance and reimbursement; strong knowledge of Medicaid, Medicare, and third-party payer systems; good knowledge of hospital and health system operations; ability to develop and implement long-range financial plans; ability to analyze complex financial data and prepare detailed reports; ability to lead and manage a large, diverse functional area; ability to establish and maintain effective working relationships; strong communication skills, both oral and written; ability to use financial systems; sound judgment and decision-making ability; integrity and strong professional ethics; physical condition commensurate with the demands of the position.
MINIMUM QUALIFICATIONS: Either:
A. Graduation from a regionally accredited or NYS registered college or university with a Master’s degree in accounting, finance, business administration, health care administration, public administration, or a closely related field, and eight (8) years of progressively responsible experience in healthcare financial management, including at least two (2) years in an administrative or supervisory capacity; or
B. Graduation from a regionally accredited or NYS registered college or university with a Bachelor’s degree in accounting, finance, business administration, health care administration, public administration, or a closely related field, and ten (10) years of progressively responsible experience as defined in (A); or
C. An equivalent combination of training and experience as defined by the limits of (A) and (B).
